IDEA provides regulatory guidance and financial assistance to states and schools districts in identifying and serving children with special education needs.
The IDEA includes two fundamental requirements: that the child will receive a free appropriate public education in the least restrictive environment.

| Each school district must have Individual Education Plan (IEP), in effect for each child with a disability within its jurisdiction. | SCOOP! addresses a variety of issues related to current events, media and social awareness with integrated Inspiration® Software diagrams. The assessments are printable for each students to complete in response to an Individual Education Plan. |
| Funds can be used for the cost of special education and related services and supplementary aids and services provided in a regular class or other education-related setting to a child with a disability in accordance with the IEP of the child, even if one or more non-disabled children benefit from these services. | SCOOP!
